South Dakota Junior Paint Horse Club By-laws and Rules

 

The Officers and Board of Directors of the SDPHC have requested the Youth Club Officers and Advisors to review the following By-laws and Rules and make any recommendations for changes to them before the Annual board meeting in the fall.

 

ARTICLE I: NAME AND PURPOSE

SECTION I: The name of this Club is and shall be known as the South Dakota Junior Paint Horse Club.

SECTION II: The objectives and purpose of the South Dakota Junior Paint Horse Club, hereafter referred to as the SDJPHC, shall be as follows:

• To Improve and promote the American Paint Horse breed.

• To improve and develop the capabilities of youth, both individually and through group participation, in the breeding, raising and exhibition of Paint Horses.

• To develop and improve scholarship, leadership, and community interest and participation of young horseman.

• To encourage high moral characters sportsmanship, and clean living among all its members.

• To establish a means whereby junior members may work in conjunction with the American Paint Horse Association Youth Activities Committee.

• To acquaint junior members and associations with the parent organization, APHA its structure and functions.

 

ARTICLE II: MEMBERSHIP

SECTION I: Membership is open to any youth 18 years of age or younger.

SECTION II: Membership dues are $5.00 per year, per individual. Dues are due and payable on January 1 each year. Dues will not be prorated for those persons joining the club throughout the year. The monies of the SDJPC shall be deposited in such a manner in such a bank/credit union and may be withdrawn in such a manner as the Board of Directors may direct or designate.

SECTION III: This club shall have one class of members. Voting rights are given to each paid-up member in good standing.

SECTION IV: The SDJPHC shall conform to the following conditions:

1. The SDJPHC shall not be in conflict with the APHA or SDPHC constitution, by-laws or general rules and regulations.

2. The SDJPHC activities shall be in harmony with the ideals and purpose of the APHA or SDPHC.

3. Membership must be open to all Paint horse owners 18 years of age or younger, in good standings.

 

ARTICLE III: OFFICERS AND DIRECTORS

SECTION I: There shall be four (4) directors who shall be elected by vote by members in good standing. A nominating committee comprised of adult members of the SDPHC Youth Advisory Committee shall select names to be voted upon, but additional names may be presented by the SDJPHC members for voting upon by the Board of Directors.

SECTION II: The Executive Committee shall consist of the President, First Vice President, Secretary or Secretary-treasurer and Reporter. These shall be elected by vote of the directors at the annual meeting.

 

ARTICLE IV: ADVISORY BOARD

SECTION I: The Advisory Board shall consist of the SDJPHC President, the SDJPHC Youth Activities Committee and SDJPHC Youth Advisory Committee. The SDPHC Youth Advisory Committee is to assist the Youth Activities Committee in directing of activities of the SDJPHC and will serve as a screening committee for nominees for the SDJPHC Executive Committee.

 

ARTICLE V: PLACE OF BUSINESS

SECTION I: The place of business of this Club shall be the same place as the meeting of the SDPHC. Written and printed notice of all meetings stating the place, date and hour of meeting and, in the case of a special meeting the purpose or purposes for which the meeting is being called shall be delivered not less the 15 days before the date of the meeting, either in person or by mailing.

SECTION II: All correspondence regarding the SDJPHC shall be directed to the current SDJPHC Secretary.

 

ARTICLE VI: AMENDMENTS

SECTION I: The Constitution may be amended at the annual meeting by a two-thirds vote of the directors present.

SECTION II: A majority of the number of directors shall constitute a quorum for the transaction of business, but if any meeting of the Board, there may be less than a quorum, a majority of those present may adjourn the meeting from time to time until a quorum shall be present.

 

ARTICLE VII: AWARDS

SECTION I: Awards shall be made at the end of the year to the youth or youths having the highest number of points in each age group. 13 & U and 14-18.

SECTION II: Points for year-end Youth awards are earned in youth classes only and only in South Dakota shows. Youth Classes qualifying for youth points are listed in the APHA Official Rulebook, in Youth Section ---Halter and Performance Rules.

SECTION III: A youth may show as many horses he or she wishes, as long as the horse is registered in the name of the youth or an immediate member of his/her family, but the points will be on a one youth/one horse basis. For example: if one youth shows two horses and horse #1 has more points than horse #2, it would be the youth and horse #1 that would win. The points of the two horses may not be combined.

SECTION IV: Points for SDJPHC year-end Youth awards will be awarded the same as all other awards:

SECTION V: Awards: The Youth club will sponsor (both 13 & U and 14-18) a 1) Performance award with state points being totaled from all classes such as: western riding, Reining, Equitation, Horsemanship, and Showmanship, not to include points from any halter classes. 2) Game award with state points being totaled from poles, barrels, stakes race, etc classes, not to include points from any halter classes. To be eligible for an award the youth must be a current youth club member. The President was designated to contact the point’s chairperson and purchase the awards. A $20 cost was set for each award. The SDJPHC club will continue to sponsor the following awards (three total awards not given per age division): 1) MOST IMPROVED RIDER AND HORSE, 2) HARD LUCK, 3) SPORTSMANSHIP

 

ARTICLE I: DUTIES OF OFFICERS

PRESIDENT: The President shall be the executive officer of the Club and shall have general supervision of the affairs of the Club, subject to the direction of the Board of Directors and shall preside over all meetings of the Club and of the Board of Directors. The President shall appoint all committees of the Club subject to the approval of the Youth Activities Committee. The President shall submit to the members annually at their meeting a report of the status of the Club and of its activities during the preceding year. The president shall have such further duties and authority as may be prescribed elsewhere in these by-law or from time to time by the Board of Directors.

VICE-PRESIDENT: The Vice-President shall, in the absence, disability or inability of the President, perform the duties and exercise the power of the President, and shall perform such other duties as the President shall from time to time prescribe.

SECRETARY: The Secretary shall attend all meetings of the members and the Board of Directors, and shall record or cause to be recorded all votes taken and the minutes of all proceeding in a minute book of the Club to be kept for that purpose. He/she shall perform like duties for the committees to do so. The secretary shall have the principal responsibility to give or cause to be given notice of all meetings of the Board of Directors and for members, but this shall not lesson the authority of the others to give such notice as provided in these by laws.

TREASURER: The Treasurer shall be responsible for the safekeeping of the funds and securities of the Club, and shall keep or cause to be kept a full and accurate account of all receipts and disbursement I n books belonging to the Club. The Treasurer shall keep or cause to be kept all other books of account and shall deposit or cause to be deposited all monies and other valuable effects in the name and to the credit of the Club in such depositories as may be designated by the Board of Directors. He/she shall coordinate the collection of the dues of members and shall disburse, or cause to be disbursed, the funds of the Club, as may be ordered, or authorized generally by the Board of Directors, and shall render to the President of the club and Board of Directors, whenever requested, an account of all transaction as treasurer and of those under his jurisdiction and the financial condition of the Club. In addition, the treasurer shall make an annual report to the membership.

REPORTER: The reporter shall have the responsibility of reporting on the activities of the Club and of the individual members of the Club to the South Dakota Paint Horse Club. He/she shall serve as secretary for the news releases. He/she shall maintain a scrapbook of all the activities of the club. The reporter shall serve as historian of the Club and shall have and perform such other duties, authorities and responsibilities as may be prescribed from time to time by the Board of Directors or the President.

 

ARTICLE II: MEETINGS

SECTION I: The Annual meeting of members shall be held at the same date and place as the regular meeting of the SDPHC members meeting. Special meetings of the members may be held at any time and for any purpose(s) at such place within the state of South Dakota as may be designated from time to time by resolution of the Board of Directors.

 

TEAM RULES WORLDWIDE PAINT HORSE CONGRESS, NATIONAL YOUTH SHOW AND

YOUTH JUDGING TEAM

 

1. Rules for competition shall be in accordance with current rules of the Worldwide Paint Horse Congress, National Show or Judging Team.

2. Eligibility for either Team: Members of Youth Club and/or family must be an active member of SDPHC. The youth club voted on the requirements to be a team member to include:

• A youth must show at both May and June shows

• A youth must help with all fund-raisers

3. Congress team members must declare what horse they will be using during the competition at time of entering show. You may not change horses unless horse is vet checked and declared unfit by show vet.

4. All Congress team members may participate in the same event, since the points are compiled completely separate from any youth points in regular class. The highest scoring team members’ points will then be tabulated towards the total score. The points will be kept on a 6, 5, 4, 3, 2,1 basis, regardless of the number in the class, unless it is a class with less than six. The team compiling the most points during the competition will be named the Hi-Point Team. In the event of a tie, it will be broken by a coin flip.

5. All Congress team entries must be sent in together so the stalls are together. One member of each team shall act as Captain. The Captain of the Team will be selected by the youth advisors.

6. 10% of the funds available at the end of the Rapid City P-O-R each year will be divided 60% for the Congress Team or the National Youth Show and Advisors and 40% for the Judging Team and Advisors. If there is not a scheduled Judging Team Contest to be attended, the 40% of funds may be used for other Youth activities but only with the approval of the SDPHCC Board of Directors.

7. Congress & National Youth Show: The number of members on each team will be determined by the rules governing the Congress show or the National Youth Show. If the specified classes for Congress competition are divided 13 & under and 14-18 in South Dakota – the high point in each age group will be selected for the Congress Team; those not divided, i.e. barrels, the High Point and Res. High Point will be chosen for the team. High points will be determined as the youth members earning the most points in the SDPHC shows through the State Fair; in the event of a tie at this point, it will be decided by the September show. At Advisor’s designation, one youth may compete in two team events with 1 or 2 horses but if so only one team share of funds will be paid to the youth. Funds available for the team will be divided equally among the team members not to exceed $250 per team member and advisor.

8. All Youth Team members that attend the Congress or National Youth Show as participants must participate in all events they are scheduled for except in the case of sickness or injury to themselves or their horses or for safety precautions, otherwise funds will not be aid to that individual from the SDPHC. Any non-participation in any of the above will have to be approved by the Youth Advisor in charge.

9. If the SDJPHC decides to attend the Congress or National Youth Show, the SDPHC will pay expense percentages as stated n #7 above, but only to either the World Wide Congress or National Youth show. The Youth club will have to provide funds for their own use to attend whichever event the SDPHC does not pay for.

10. Judging Team – The Youth Judging Teams, consisting of a Junior and Senior team with each team consisting of 3 or 4 youth members earning the most points at a horse judging contest to be held during the show season and designated by the youth advisors. Funds available for the team will be divided equally among team members not to exceed $150 per team members and advisor.

11. The Judging Team percentage will stay the same as stated in #8 above, except if the Judging and National show are at the same time at the same place, and some of the SDJPHC youth members are participating in both the National show and the Judging Contest, youth advisors will adjust payments so that duplicate payment is not being made to any one exhibitor.

12. The SDPHC Directors urge the Youth club members to raise money to help support youth activities and projects. Youth must also participate in fund-raising events or projects to be eligible to be selected as team members to Congress, National show, Judging team events or any other youth activity approved by the SDPHC Directors.

13. PARTICIPATION does include working at a Youth sponsored show or Youth sponsored events for fund-raising. Participation does not include buying the products or entering a special event off a horse show.
